Romania memecat pegawai nya yang tidak cekap mentadbir ... Kita?

BUCHAREST - The numerous control activities carried out from the beginning of the year in the field of houses construction have proved that the management of the National Housing Agency (ANL) has been faulty, said Laszlo Borbely, Delegated Minister for Public Works within the Ministry of Transportation, Constructions and Tourism (MTCT), in a press conference on Monday. As a disciplinary measure Borbely announced that ANL General Manager Corneliu Popescu will be released from his duties, and replaced with economist Gheorghe Popescu, currently vice-mayor of Piatra Neamt.According to the control authorities the housing program has been managed defectively in Bucharest, Bistrita, Brasov, Prahova and Teleorman counties, irregularities being registered due to biased selection of the winners of public tenders, escalating costs, exceeding execution periods and poor quality standards. In his speech, Borbely focused on the problems of the complex “Henri Coanda” housing project from Bucharest. The project comes under the authority of two institutions, the mayoralty of Bucharest’s Sector 1, and of Voluntari locality, which have to make clear the situation of the privately owned land. This issue has been seriously hindering the development of the project since there are claims over property since 2001. In 2004 some of the land, of which 2.5 hectares in the access roads area, has been returned to former owners. ANL illegally went on with the implementation of the project though it did not have the whole situation of the property cleared. Another problem of the project are the utilities that need to be provided to the new neighbourhood, which should cost the local authorities EUR 128 M. The local authorities have not included these costs in their budgets and Borbely says solutions need to be found in collaboration with the Ministry.“We do not want to stop the project, we just want to enter legality” said the Delegated Minister and announced that a joint commission formed by representatives of the MTCT, of the Sector 1 and Voluntari Mayoralties will obtain in three weeks a clear situation of the land. He then proposed that the project be split in three and carried on with. Borbely sees the Eastern side in a better situation from the legal point of view and promised that at least part of the 500 construction contracts ANL has with the citizens will be honoured.In regard to the sport halls the ANL is building, Borbely said that 450 will be finalised by mid 2005. He added that a new model of sport hall is being looked after by the Agency, a hall which is a bit larger (100-150 spectators plus handball field) and not so much cost oriented as the old model. The projects contest will end on February 28th and the first halls will start being built from May this year.
