Organization of the United Nations


The United Nations consists of 6 principal organs, 15 agencies, and many programs and other bodies. The 6 principal organs are the General Assembly, the Security Council, the Secretariat, the Economic and Social Council, the Trusteeship Council, and the Intl. Court for Justice.

General Assembly. The General Assembly is composed of representatives of all the member nations. Each nation is entitled to one vote. The General Assembly meets in regular annual sessions and in special session when convoked at the request of the Security Council or a majority of UN members. On important questions a two-thirds majority of members present and voting is required; on other questions a simple majority is sufficient.

The General Assembly must approve the UN budget and apportion expenses among members. A member in arrears can lose its vote if the amount of arrears equals or exceeds the amount of the contributions due for the preceding 2 full years. Website: www.un.org/ga


Security Council. The Security Council consists of 15 members, 5 with permanent seats. The remaining 10 are elected for 2-year terms by the General Assembly. Website: www.un.org/docs/sc



Permanent members of the Council are: China, France, Russia, United Kingdom, and the United States. Nonpermanent members are (with terms expiring Dec. 31, 2003): Bulgaria, Cameroon, Guinea, Mexico, and Syria; (with terms expiring Dec. 31, 2004): Angola, Chile, Germany, Pakistan, Spain.



The Security Council has the primary responsibility within the UN for maintaining international peace and security. The Council may investigate any dispute that threatens international peace and security.



Any member of the UN at UN headquarters may, if invited by the Council, participate in its discussions, and a nation not a member of the UN may appear if it is a party to a dispute. Decisions on procedural questions are made by an affirmative vote of 9 members. On all other matters the affirmative vote of 9 members must include the concurring votes of all permanent members (giving them veto power). A party to a dispute must refrain from voting.



The Security Council directs the various peacekeeping forces deployed throughout the world.
Secretariat. The Secretariat is an international staff of about 8,900 that carries out the day-today operations of the UN and is headed by the secretary general. The secretary general is the chief administrative officer of the UN, and is appointed by the General Assembly, on the recommendation of the Security Council, for a five-year, renewable term. The Secretary General reports to the General Assembly and may bring to the attention of the Security Council any matter that threatens international peace.



Economic and Social Council. The Economic and Social Council consists of 54 members elected by the General Assembly for 3-year terms. The council is responsible for carrying out UN functions with regard to international economic, social, cultural, educational, health, and related matters. It meets once a year. Trusteeship Council. The administration of trust territories was under UN supervision; however, all 11 Trust Territories have attained their right to self-determination. The work of the Council was suspended May 1994.



Budget: The General Assembly approved a total budget for the biennium 2003-2004 of $2.17 billion.



International Court of Justice (World Court). The International Court of Justice is the principal judicial organ of the UN. All members are ipso facto parties to the statute of the Court. The Court has jurisdiction over cases the parties submit to it and matters especially provided for in the charter or in treaties. It gives advisory opinions and renders judgments. In disputes between nations, the Court's decisions are binding only between parties concerned and in respect to a particular dispute. If any party to a case fails to heed a judgment, the other party may have recourse to the Security Council.



The 15 judges are elected for 9-year terms by the General Assembly and the Security Council. Retiring judges are eligible for reelection. The Court remains permanently in session, except during vacations. All questions are decided by majority. The International Court of Justice sits in The Hague, Netherlands. PENGORBANAN BESAR MALAYSIA KEPADA SINGAPURA

PERJANJIAN AIR 1961 DAN 1962
1. Mengikut perjanjian ini, Malaysia perlu membekalkan air mentah kepada Singapura secara berterusan sebanyak 250 juta gelen (250,000,000) sehari pada harga jualan 3sen (RM0.03) bagi setiap 1,000 gelen.
2. Malaysia pula perlu membeli air yang telah diproses oleh Singapura dengan kadar 50sen (RM0.50) bagi setiap 1,000 gelen
3. Loji pemprosesan air ini terletak di Gunung Pulai, Skudai, Tebrau dan Kota Tinggi dalam Negeri Johor tetapi diuruskan oleh Public Utilities Board (PUB) milik Singapura
Perjanjian Air 1961 akan tamat hanya pada tahun 2011 dan Perjanjian Air 1962 pada tahun 2061
4. Singapura membuat untung besar dengan penjualan air Malaysia kepada kapal – kapal yang berlabuh di perlabuhan Singapura.

PERJANJIAN AIR 1990
1. Perjanjian ini menyebabkan Malaysia perlu mengorbankan hutan simpan seluas 21,600 hektar (53,374 ekar) di daerah Kluang, Kota Tinggi dan Mersing untuk dijadikan kawasan tadahan air dan empangan yang dikenali sebagai EMPANGAN LINGGIU.
2. Lokasi strategik pertahanan kerana koordinat sifar berada di lokasi tersebut
Perjanjian ini hanya akan tamat pada tahun 2061

ISU TANAH REZAB KTM DI SINGAPURA
1. Point of Agreement 1990 menetapkan bahawa pihak KTM terpaksa mengosongkan Stesen Keretapi Tanjung Pagar dan berpindah ke Bukit Timah.
2. Tanah rezab landasan KTM sepanjang laluan dari Bukit Timah ke Tanjung Pagar perlu diserahkan kepada pihak Singapura.
3. Tanah KTM di Tanjung Pagar seluas 12 hektar (29.65 ekar) akan diserahan kepada sebuah syarikat usahasama yang ekuitinya 60% Malaysia dan 40% Singapura
4. Luas asal tanah rezab KTM termasuk laluan keretapi dan stesen di Tanjung Pagar adalah 200 hektar 494 ekar (mengikut Singapore Railway Transfer Ordinance 1918) dengan tempoh pajakan selama 999 tahun

PENUTUPAN PENGKALAN TLDM DI WOODLANDS
1. Pengkalan TLDM di Woodlands terpaksa ditutup setelah 45 tahun beroperasi kerana pihak Singapura tidak berhasrat untuk menyambung tempoh pajakan yang berakhir pada awal 1998.
2. Sebagai ganti, Malaysia terpaksa membelanjakan kos sebanyak RM195,000,000 untuk membina Pusat Latihan Rekrut TLDM (PULAREK) di Kota Tinggi Johor.

PULAU BATU PUTIH
1. Isu tuntutan bertindih terhadap Pulau Batu Putih antara Malaysia dan Singapura telah dirujuk kepada International Court of Justice pada 1994.
2. Pihak Singapura telah mentadbir pulau tersebut dengan kawalan pihak tentera mereka sejak tahun 1850
3. Walupun keputusan belum diumumkan oleh ICJ (sehingga artikel ini ditulis), pihak Singapura melarang sebarang aktiviti dilakukan di kawasan pulau tersebut oleh pihak Malaysia seperti aktiviti nelayan dsb.

ISU CENTRAL PROVIDENT FUND (CPF)
1. Isu CPF warga Malaysia yang bekerja di Singapura juga masih belum selesai.
2. Hanya warga Malaysia yang berasal dari Sabah dan Sarawak sahaja yang boleh mengeluarkan wang CPF mereka sementara yang berasal dari semenanjung tidak dibenarkan mengeluarkan wang tersebut walaupun telah berhenti bekerja di Singapura.
3. Mereka hanya dibenarkan berbuat demikian setelah berumur 55 tahun.


ISU PULAU PISANG
1. Pulau Pisang yang terletak di Selat Melaka dan merupakan hak milik Malaysia.
2. Singapura semenjak dahulu lagi menjaga operasi rumah api di situ dengan kawalan pihak tentera mereka tanpa melalui pemeriksaan kastam dan imigresen Malaysia.

ISU PENAMBAKAN LAUT
1. Tindakkan Singapura menambak laut di persekitaran Pulau Tekong mendatangkan kesan negetif dan kerugian kepada Malaysia.
2. Ianya menyempitkan Selat Tebrau dan mengganggu aliran Selat Tebrau.
3. Hakisan mulu berlaku akibat kederasan arus di selat tersebut, dan ianya juga mengganggu ekologi kehidupan laut yang akhirnya menjejaskan hasil tangkapan nelayan.

ISU PENCEROBOHAN JET SINGAPURA DI RUANG UDARA JOHOR
1. Perjanjian penggunaan ruang angkasa Malaysia telah dibatalkan pada September 18, 1998, tetapi jet pejuang RSAF masih lagi menceroboh ruang udara Malaysia terutama ruang angkasa Johor
2. Dalam tahun 2002 sahaja, sebanyak 5 insiden sedemikian berlaku tanpa ada permohonan maaf secara rasmi dari pihak Singapura.

ISU JAMBATAN BENGKOK
1. PM Malaysia sekarang, YAB Dato Abdullah Ahmad Badawi, atas tekanan pihak Singapura telah membatalkan projek pembinaan jambatan bengkok walaupun telah dipersetujui semasa Tun Dr. Mahathir Mohd menjadi PM Malaysia.
2. Akibat dari pembatalan itu, kerajaan terpaksa membayar ganti rugi sebanyak RM257.4 juta kepada Syarikat Gerbang Perdana Selatan Bersepadu (GPSB)

Pagi – pagi dah bertugas sebagai Unit Keselamatan bagi program edaran slip pengundi DUN HK bersama dgn petugas IPTA.

Jam 4 petang ke perkarangan Pejabat Kawasan PAS Gombak, prog Hi Tea bersama Ustaz Nik Abduh Nik Aziz

Perkhabaran terbaru, Dr Hatta, Ust Badrul Amin, Mat Sabu, Dr Zul dan 50 org lagi ditahan di IPK KL kerana berdemo di KLCC

Malam – ke rumah Kak Bid, hantar ibu dan baby ke sana coz malam ni aku nak ke MTD, ada games futsal besama dengan sahabat2 UPMHK.

Habis games, ke IPK KL, buat support demo untuk tahanan yang ditahan oleh polis. Di sana berjumpa dengan A Yazid, Shafizzal dll.

Balik rumah hampir 2 am 27 jan -08.

Pemerintah berterusan menzahirkan sikap tidak konsisten ketika
Berhadapan dengan isu kebebasan berhimpun dan berpersatuan pada tahun 2007. takkala sebahagian demonstrasi yang melibatkan isu yang tiada kaitan dengan kerajaan dibiarkan, demonstrasi yang mempersoalkan kebijaksanaan dasar – dasar kerajaan akan ditekan secara GANAS. [1]

Bermula 8 pagi ke rumah kak Bid, sarapan di sana kemudian ke MTD Hulu Kelang, berkumpul untuk ke rumah Helmizan di Kelang Gates. Di rumah Mizan till jam 12 t/hari kemudian kembali ke Bilik Gerakan pemuda HK di MTD HK


Kemudian petang ke Pudu Jails dengan Misri, Yazid – show support to our leader’s yang di tahan di sana
Maklumat mengatakan mereka akan ditahan sehingga esok

Balik dari Pudu jails jam 6 kemudian ambil ibu di rumah Kak Bid kemudian balik ke rumah – tidurrrr

Malam, so far tiada activity lagi, rilex di rumah coz esok kerja seperti biasa.

Gordon Brown vs. Alex Salmond

Prime Minister Gordon Brown has been accused of being "stuck in the Downing Street bunker" after it emerged he has not spoken to First Minister Alex Salmond since August.

A source close to Mr Salmond said all personal communication has stopped with the Scottish leader's phone calls going unanswered.

And it was claimed the Prime Minister has also failed to respond to a letter sent by the SNP leader more than four months ago asking him to look at restoring regular meetings with the devolved administration.

US Intelligence is Tapping Indonesian Phones: Detachment 88, Kopassus Get Covert US Aid

US intelligence officers in Jakarta are secretly tapping the cell phones and reading the SMS text messages of Indonesian civilians.

Some of the Americans work out of the Jakarta headquarters of Detachment 88, a US-trained and funded para-military unit whose mission is described as antiterrorism, but that was recently involved in the arrest of a West Papuan human rights lawyer.

The Papuan lawyer, Iwangin Sabar Olif, was seized by police and Detachment 88 on the street and later charged with "incitement and insulting the head of state" after he forwarded SMS text messages that criticized the Indonesian armed forces (TNI), as well as the President of Indonesia, Gen. Susilo Bambang Yudhoyono. (West Papua is a restricted-access region where Indonesian forces have been implicated in rapes, tortures, kidnappings, assassinations, mass surveillance and intimidation.)

The information on the US surveillance program is provided by three sources, including an individual who has worked frequently with the Indonesian security forces and who says he has met and formally discussed their work with some of the American phone tappers, as well as by two Indonesian officials who work inside Detachment 88.

The first source says that the he was told that the Americans are employees of the US CIA (Central Intelligence Agency), but it could not be confirmed whether they work for the CIA or other US agencies. He says that through his work he has observed that these US intelligence specialists help run a sophisticated wiretapping network that uses much new US equipment

Ourang Medan

1948: Many ships responded to the desperate Morse code messages from the Dutch freighter Ourang Medan. The ship was found adrift off Indonesia with all of its crew dead. The boarding party found the entire crew "frozen, teeth baring, gaping at the sun." Before the ship could be towed to a home port, the ship exploded and sank. The reason for the deaths are still unexplained today. The entire episode is apocryphal (see article). [1]

In February 1948, distress calls were picked up by numerous ships near Indonesia. The SOS calls came from the Dutch freighter SS Ourang Medan. The signals claimed, "All officers including captain are dead lying in chartroom and bridge. Possibly whole crew dead." This message was followed by indecipherable Morse code then, "I die."


Within hours of the first distress signals, the first rescue ship arrived on the scene. Upon arrival, the rescue vessel tried to hail the Ourang Medan but there was no response to their hand and whistle signals. A boarding party was sent to the ship and what they found was astonishing. All the crew and officers of the Ourang Medan were dead, their eyes open, faces looking towards the sun, arms outstretched and a look of terror on their faces. Even the ship's dog was dead, found snarling at some unseen enemy. When nearing the bodies in the boiler room, the rescue crew felt a chill though the temperature was near 110°F.


The decision was made to tow the ship back to port. As the ship was prepared to be towed, smoke began rolling up from the hull. The rescue crew left the ship and barely had time to cut the tow lines before the Ourang Medan exploded and sank.


What happened the the crew of the Ourang Medan? Was it a UFO? Some other paranormal event that scared everyone to death? There is some speculation that the Ourang Medan was carrying illegal chemical weapons (this was post WWII). Could something they were secretly transporting leaked, killing everyone aboard?

Unsecured Cargo of Hazardous Materials

Bainton and others hypothesize that the Ourang Medan might have been involved in smuggling operations of chemical substances such as
potassium cyanide and nitroglycerin. According to these theories, sea water would have entered the ship's hold, reacting with the cargo to release toxic gases, which then caused the crew to succumb to asphyxia and/or poisoning. Later, the sea water would have reacted with the nitroglycerin, causing the reported fire and explosion.

Carbon Monoxide Poisoning
Gaddis puts forward the theory that an undetected smoldering fire or malfunction in the ship's boiler system might have been responsible for the shipwreck. Escaping
carbon monoxide would have caused the deaths of all aboard, with the fire slowly getting out of control, leading to the vessel's ultimate destruction.

Paranormal Phenomena
The story has appeared in various magazines and books on
Forteana, beginning with a 1953 article in Fate Magazine. Authors such as Jessup speculate that the crew might have been attacked by UFOs or paranormal forces prior to their deaths. Circumstantial evidence cited by these sources includes the apparent absence of a natural cause of death, the reportedly terrified expressions on the faces of the deceased, and rumors that some of the dead were "pointing" towards an unknown enemy.
